With 38 regional safety camera partnerships thriving around the country, the phrase “The free and open road” has little meaning these days, for it
only takes one slip up or a momentary lapse of concentration when you are suddenly alerted to the dreaded flash behind you, and then you know that you have been caught on camera and that the operators will soon be processing your car registration number through the DVLA database and a fixed penalty fine of £60 and an endorsement of three penalty points added to your drivers licence, will be winging its way to your front door within the next fourteen days.
Or does it? According to the records taken from the 38 regional safety camera partnerships there is s massive difference between those number plates caught on camera and the fixed penalty notices being sent out the registered keeper of the car. If you are going to speed the best places are Avon and Somerset who prosecuted 46%, Surrey prosecuted 47% and surprisingly London only prosecuted 48%, where as if you were driving through Cheshire, Cumbria, Hertfordshire, Humberside, Kent and Medway, West Mercia and last but not least West Yorkshire, you would have most certainly been speeding in the county as these safety camera partnerships prosecuted 100% of all UK motorists caught speeding by their cameras. So why is there such a huge difference between the lowest and highest prosecution rates? There is no unified way of doing this, because there are regional partnerships each region manages the region according to how they want to, they collect the car number plates of speeding motorists, but how they do it from there varies greatly hence the difference in prosecution rates. For example, some regions send out the notice and fine all together, this is the first communication that the motorist gets, yet in some regions they just send out a notice of intended prosecution and it is hear where the scheme fails, simply because the driver just does not respond and the case is left for too long or is just forgotten about. There are many groups who either oppose the safety camera partnerships or the way that the whole system is set up, these figures only back up these groups and add fuel the opposition fire, which is that the system is set up as a money generating scheme, and as taking the cases forward to court would cost in time and money this just cement the claims of these groups. Road safety campaigners are even looking for changes in this system, after all if your number plate comes up on the DVLA database then you should be issued with a ticket no matter where you are driving at the time. For the year 2005/2006 there were more than three million number plates caught on camera, two point two million fixed penalty notices where sent out to the owners of the cars, and yet out of all those number plates, whose owners were caught speeding only one point nine million fines where paid, the figures speak for themselves and the regional variation is the difference between figures. This just goes to prove that there is a need for there to be put into place a unified system that works across the country, that way whether you are a fan of speed cameras or not, the out come will be the same, all number plates that are in the DVLA database and have been caught speeding on camera, gets a ticket and a fine. It should not be down to your postcode to know how safe the roads are or how easy it is to get away with your number plate being caught on camera.
