Of course nobody wants to see drivers who feel that they can park anywhere they like get away with just not paying parking fines, yet there are other factors to think about, like the accuracy of the DVLA database, after all it is not unusual for these large databases to contain errors, maybe the car has been sold and the new owner is totally unaware of the vehicles history. The main concern should be that of the who is doing the clamping, the theory is that any car that has three or more unpaid parking tickets registered against it number plate can be clamped anywhere in the country, therefore it comes down to the parking attendants who can check the DVLA database when they come across a illegally parked vehicle, if this comes back as having the three of more unpaid parking tickets logged against its registration number then the car can be clamped and the owner will only be able to get the clamp remove upon payment of the outstanding fines. This is all well and good, but there are many unscrupulous clamping companies who work for private landlords and other organisations, they make money by clamping cars and charging enormous fees to have the clamp removed, the owners can find themselves having to pay out hundreds of pounds to get the clamps removed, this is where the problems start.

We could in fact find a situation where there are bounty type hunters driving around checking car registrations of any vehicle whether it is illegally parked or not, to check if it is on the DVLA database.

To make the system work properly there needs to be many safeguards put into place, starting at the DVLA right through to the contractors who will be placing the clamps on vehicles.
